Please allow me to introduce myself—My name is Rafael Delgado. I work for Venezuela's PDVSA

(Petróleos de Venezuela, S.A). I work in high-frequency upstream operations stabilization and asset

recovery, focusing on restoring declining production, optimizing mature assets, and reinforcing opera-tional reliability through continuous performance oversight.

In early2026,Venezuela’s Oil Ministry, under acting president DelcyRodríguez,initiated major reforms to overhaul PDVSA and drive production recovery.

The ministry is adopting a more flexible framework, enabling production-sharing contracts and transfer-ring selected operational responsibilities to private partners.

I am overseeing contract packages under consideration for private and international contractors related to the rehabilitation of upstream operations, pipeline integrity restoration, and refinery modernization initiatives.

As we move forward with the launch of international tenders, we are engaging selected industry partners to participate in the bidding process. I would therefore like to discuss the possibility of partnering with you or your organizations participating bidder.
