Your message has been received. Thank you, but we cannot accept the seller's operating procedures.
Please find the operating procedures below for your review, attach them to the Foreign and Commonwealth Office (FCO), and republish them.
Never send me seller procedures for oil or gold. Our company has purchasing policies, and we only deal with sellers who agree to our purchasing policies.
We have never purchased products based on seller policies.
So, please don't let me repeat them; I do not read or review seller procedures. I can only provide you with a draft contract if your seller accepts our terms. They can complete every section and return all pages with their signature, seal, official license, and passport.
We are investigating these documents with all authorities, including the FBI and Interpol. If the seller has no issues, we will proceed with the purchasing process.
FOB PROCEDURE
TRANSACTION PROCEDURES FOB ROTTERDAM, HOUSTON, FUJAIRAH & JURONG PORT TANK TO TANK {TTT}
1. The Buyer issues the ICPO upon receipt of the Seller's Soft Offer and the Tank Storage Agreement (TSA) proving the availability of storage space.
2. The Seller issues a commercial invoice to the Buyer for the quantity in the storage tank. The Buyer signs the 120-Month SPA and CI and returns them to the Seller, along with a copy of the NCNDA/IMFPA signed by all buyer groups with commission structures.
3. The Seller, the tank farm owner, issues the Bottom Test Authorization Letter and the following PPOP documents for the Buyer's approval: Product Passport, Certified Product Availability, and Supply Guarantee Letter.
4. The Seller sends the complete DTA to the Buyer, along with the new SGS Report and Tank Receipt. Buyer instructs SGS to perform an Immersion Test on the product in Seller's Tank at Buyer's expense and provide Buyer with a complete injection report.
5. After the Immersion Test is successful, Seller injects the fuel into Buyer's rented Storage Tank and provides Buyer with a complete injection report. Seller provides a minimum 10-day free identification period.
6. Buyer pays 100% of the total product price via MT103 TT transfer and pays commission to all intermediaries involved in the transaction within 24 hours of Buyer's payment confirmation.
7. Buyer pays each monthly amount after the Immersion Test via MT103 transfer. The SPA is valid for 120 months.
It cannot be modified, revised, or canceled, nor can the terms of the contract be revised or cancelled. If either party fails to fulfill the terms of the contract or cancels the contract, the total fuel invoice for 120 months will be considered an agreement to pay the contract price to the other party.
8. Subsequent deliveries will begin according to the terms and conditions of the contract.
9. The Seller will pay commission to all intermediaries within 24 hours of receiving payment from the Buyer, in accordance with the IMFPA/NCNDA.
10. Bring the fuel to the tank storage center, prepare a free DTA and TSR for us, and enter into a free storage agreement with the logistics company for at least 7 days. We will inspect and test the storage facility before receiving the products. Payment can be made upon delivery.
You can pay the TSR, DTA, and fresh SGS to the logistics company and provide us with your receipts.

We are always ready to pick up fuel at a location you consider safe.
However, the important point here is that we represent our government and can only work with vendors who accept our purchasing procedures. If you agree to these procedures, we can accept delivery of fuel at your preferred location.
A 121-month contract is required. We cannot make any purchases without a signed contract.
If you can cooperate with us in this way, we can pick up the products at your preferred port.
We can pick up the products at Rotterdam or at a single port of your choosing for the entire 121-month period.
