Hello,
We are supplying to government administrations, and unfortunately, we can do business with sellers who accept our determined and approved receiver procedures.
Perhaps your procedures may be very safe, but we are forbidden to buy fuel other than our procedures.
We are end buyers and only do business with sellers and refiners who accept our purchasing procedures.
Our intention is not to interfere with anyone's management or procedures.
However, this project is a 10-year effort and we represent various government administrations.
These procedures are determined by the tender specifications and unfortunately our Department of Energy does not allow changes.
If you examine our procedure in detail, you will see that we do not ask anyone to provide fuel for free.
Our contract also states that if either the seller or the buyer withdraws from the project at any time or fails to fulfill the terms of the contract, the seller will pay 100% of the contract sum to the other party.
This means that if for any reason we are unable to purchase the seller's fuels, the seller is entitled to $5 trillion in compensation.
We are not brokers or inexperienced buyers in the market. I have been a trading scientist for 20 years, giving academic education.
For me, it doesn't matter what kind of commodity product it is; who knows trading better and safer than a trading scientist? Consult with your refiners. If our conditions apply, we always start transactions directly with a SPA.
We make payments only with original documents and official bank accounts using MT 103. We never make payments through unofficial methods. All our transactions must always be 100% legal.
Fuels will be physically inspected and tested. At this stage, we will not collect the TSR or give the TSR to anyone. We will not incur any expenses until these processes are completed.
After the tests are completed, we will pay the 10-day TSR and tank storage expenses on the same date as the fuel invoice. We will not make any other applications. As I have stated many times, fuels do not belong to our company until the tests are completely completed. As a company, we will not spend a single dollar on fuels that do not belong to us.
In other words, if the seller transfers 100% ownership of the fuels to our company without initiating any transaction, then we accept all costs from the very beginning. We incur costs for a product that belongs to us, but we never incur costs against our will for a product that does not belong to us.

ALTERNATIVE tender conditions for tank farms;

We do not want you to do tests.
We only accept no conditions or obstacles between us and the fuels.
The fuels come to your depot, you issue us an invoice and we can make our payment after the test and control.
Let me offer you a different offer. You issue us a total invoice for 30 days, our fuels remain in your depot, we make the delivery from there. At the end of each month, you issue us a total invoice for 30 days, we accept to pay this invoice for 30 days, we make our payments to your official accounts. If you can do this, you can come back to me with a serious 120-month contract.
We do not pay any advance payment or expense before the fuels arrive at your depots. We will deliver these fuels to state administrations and ministries of energy every month, their representatives will definitely not approve the payment without seeing and testing the fuels in your depot.
You can issue separate 30-day invoices for 4 different fuels for 4 ports, this will not be a problem for us.
We have only one condition, you will receive the products in your depots without any conditions and you will provide free access to those that reach your depot with our approval. Then you will issue your invoice at the end of the month and we will make our payments to you regularly for 120 months.
